Allegheny County Issues RFP for Conflict Counsel to Represent Parents in Dependency Cases

Allegheny County, on behalf of its Department of Human Services (DHS), and the Fifth Judicial District of Allegheny County, Family Division, is seeking Proposals from qualified Proposers to provide Conflict Counsel for Parents involved in child dependency cases. 

It is the goal of the Allegheny County Court of Common Pleas to ensure quality representation for parents involved in dependency proceedings in the Court’s Juvenile Division, regardless of a parent’s ability to hire an attorney. In collaboration with the county Department of Human Services, the court has issued a request for proposals to establish an office of Conflict Counsel for Parents.

A successful proposal will provide high quality legal representation and interdisciplinary supports to parents and legal custodians navigating the Allegheny County child dependency system with the goal of timely family reunification and preservation. The proposer must have a centralized office location in Allegheny County accessible by public transit and with private space to meet with clients. Services may also be provided virtually, by phone, or in a client’s home or workplace upon client request.
